Use Econ Non-commitment Penalty
This option computes the economic penalty applied to commitment type units if not committed for operation.
The penalty is calculated as one half of the difference between the unit's cost and the expected revenues over the minimum up time. This option applies only to those units with a nonzero value in the Non Cycling column of the Resources Table.
NOTE: If this option is selected the Fixed Non-commit Penalty option is not available except for pool-based commitment.
