Description:	On-line capacity

Generator Dispatchable Capacity is the available capacity given the unit commitment status of the units i.e. it is the range of Generation possible given the on/off status of the units, which is reported as Units Generating. The feasible operating range is between Min Stable Level and Rating. For example if the generator is operating below Min Stable Level during run up or run down then Dispatchable Capacity is zero.
