Use this column to provide further refinement and flexibility in the modeling of fixed non-commit penalties. When the value specified in this column is non-zero, Aurora will use this penalty instead of the global Fixed Non-commit Penalty in the Commitment folder of Simulation Options.
Use this option to specify the penalty or increment (input as a percent) to be applied to the dispatch cost of a commitment-type unit when it has not committed to operation. This option applies only to units with a nonzero value in the Non Cycling column of the Resources Table.
By default, the global option is set to 2900 percent (a 30 times penalty) so that commitment units that are not originally committed will be seen as too expensive to operate.
NOTE: The Use econ non-commitment penalty option must NOT be selected for the fixed non-commit penalty to be applied to resources using unit commitment. The fixed non-commit penalty is always used for pool commitment resources. If the value is 0 or NULL, or the column does not exist, the global Min Back Down Penalty form Dispatch and Demand will be used.
If a resource in the Resources or New Resources tables has FUEL input in this column, the input from this column (in the Fuel table) will be applied to that resource.
